Car parked illegally, on drop kerb Cul de Sac, and blocking access to homes

Silver Insignia Car has been parking on a Drop Kerb, Cul de Sac for over 2 years. It has been blocking Vehicle access to over 5 houses, Emergency services ( especially fire services). The car is also parked on top of the Water meters and manholes of three adjacent houses. Person is refusing to move his car and gets aggressive and violent when asked.

  • Turns out the area is not a drop kerb, But a raised Highway. Thus this car is blocking a highway ( which includes footpaths) - this I am lead ot believe is a criminal offence. Have been advised to contact the police.
