Council planted tree growing over private land boundry

The Sycamore tree which is council owned is growing onto the boundary of private land. You can see the metal railings in the ground which demonstrate property boundary. I am unable to put my fence/wall where my land boundary is due to the trunk of the tree growing through this area. BCC Tree management policies guidance states that "Policy: If a council owned tree is touching a property (house, boundary wall, garage etc.) we will take action to remove the problem."
