And, I suspect, with commercial waste too.
Until you ban use of these bins for any commercial waste, they will continue to fill a lot quicker than the 'Litter & Dog Waste' you envisioned.
Reducing the size of those huge openings would help for a start. "Litter' is never that big, even pizza boxes. But you won't. And so the never-ending costly cycle continues. Costly to tax payers, not council managers paid to resolve issues (they helped create).
