Refuse from apartments opposite M&S have left their bins outside of our store and they pose a pest and arson risk

The apartment complex in Tarleton St, next to Bramleys Cafe are posting their full bins next to our customer entrance (fire exit). We have spoke with the management company who’s attitude was we don’t own the street, move them yourself. He said he was having long conversations with the council about the issues. We need these been servicing and removing asap, as previously they pose an arson and pest risk
