Blocked surface water drains

Sent to Hull City Council less than a minute later. FixMyStreet ref: 4726646.

Two large metal gratings covering the surface water outfall into the half tide basin are near fully blocked with debris - YW said a year ago they had a plan to clear them but no action has been taken. Do we have to wait for a serious storm and the area to flood for them to get on with it?
