Sent to Leicester City Council less than a minute later. FixMyStreet ref: 4706418.

In 49 years I have never witnessed this until today. No doubt caused by the flytipping and fast food/ cans/ bottles and other rubbish thrown or left by the side of the brook and the path leading to B and M. Part of my garden was under 18 - 24 ins of water.
