Barbed wire risk to dogs and possibly children

Last Sunday we walked our puppy, as we always do, around the fields. He ran into the area just behind Corpus Christi school, and yelped. He caught himself on the barbed wire there. It's been a costly time for us, his wound is still not healed, but for years we've wondered why there's neglected barbed wire there when the school has a metal fence around it. I would appreciate it if the council could survey this area and remove the unnecessary barbed wire that is there. Lots of it is at low level, posing a hazard for dogs, children, and those with less sight.
