Land Rover Parking on the pavement

This Land Rover is parked on the pavement for long periods showing no concern for the disabled or people with prams sometimes its parked very close to the wall forcing pedestrians on the road which is totally unacceptable

The Council contacted me and said it was a police problem and they could do nothing about it.
