Refuse area not cleared

I bought my house on Pettingrew Close about 3 years ago. when I moved in the entrance to my back garden was non existent. with the help of friends I cleared the entire pathway of bushes and brambles. since then I have contacted the council twice and haven't had any response. In this time I have continued to clear as much of the passage way as I can but it has become a dumping ground. I have now heard from the council that I will continue on refuse sacks rather than bins. I have contacted the council again to request bins instead. On my deeds there is an area marked 'refuse area' which is outside my back gate. This is the same land I have tried contacting the council about clearing. Any advice on what I can do next? thanks
