Car and van always blocking path and road

No 5 has 3 vehicles and 2 trailers. One of the trucks, the van and 2 of the trailers are always blocking the path and the road. I cannot walk on the path with my pram and I've seen an old lady having to walk on the road with her frame. This has been like this for years and I've asked the person before to move but he doesn't. One day someone will be seriously hurt. I'm not sure if Emergency service vehicles can fit down the road OK as he's always blocking part of the road
