Skip and bollards blocking parking

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 4657828.
Due to a resident's [no. 9 Earl St] domestic renovations there is a skip and temporary toilet blocking residents' parking on the street.
It is not clear if the skip and toilet have a council permit
In addition to this the building contractors continuously block more parking spaces with bollards and building materials to ensure that they can park their van weekday mornings.
This is unacceptable as they do not have a permit for this [or even visitors' permit]
There is limited parking on the street [esp. in evenings when people return from work] as it is, now effectively we are losing space for total of 3 cars due to presence of skip/toilet/bollards

Why has nothing happened - i reported this 15 days ago and nothing has been done about it. Problem continues!!!
