School traffic blocking road

Cars are parking wherever they can during school times and even between these times. Drive ways get blocked and often residents cannot drive down our road, which is not ideal should emergency services need to access the street. My neighbour requires constant care and often ambulances attend and need to park outside. There are no white lines nor any road signage to keep the street accessible to all, I am fed up of telling people to move their cars so that we and others can get out and also in.
