Contractors street cleaning needs substantial improvement

On Wednesday morning I witnessed a street cleaning vehicle going along the pavement but the street after this job remained dirty because rubbish was left on the grassed areas and noone bothered to clean those. There should be a litter picker or someone with a brush walking along to helps with a proper clean up, not just a superficial clean to tick the box. After rubbish collection on Wednesdays in Southborough lave there is plastic or paper rubbish scattered around. Rubbish is collected much later usually than the timing of this street cleaner voyage. Us anyone planning and checking the logistics of these contractors? They are wasting a lot of time and fuel without delivering required result - clean streets. There should be some regular quality check of their performance, otherwise taxpayers money are absolutely wasted! Opposite side if the riad, particularly near pedestrian crossing, is never cleaned. I see the same rubbish lying there on the pedestrian pavement for weeks.
