Large branch hanging over pavement

The wind seems to catch quite large branches on this tree and another has half broken of and is leaning across the pavement which could be dangerous.

    This is outside No 5 Alexandra Cres. Ive tried to cut some of the lighter branches off on the hope I could pull the large branches out of this resident's hedge but too heavy. We've 1 or 2 elderly residents with poor eyesight and this is dangerous. Too long on report and not dealt with.
