Neighbour cutting down trees.

I live at the back of Pickhurst park. At the very corner of where the woods are. I’ve lived here 10 years without the trees being a problem or being anything other than pretty. Came home last week to the neighbour who is illegally subletting cutting down all the trees. Even taken one at my boundary. I’ve screamed at him to stop. To which he did right then but then said “he doesn’t care it’s council trees and is going to continue”. Please could you possibly help. The trees are my only privacy and aren’t causing anyone’s property an issue. The pic I’ve attached is the destroyed trees and his ladder. He’s left all the trees just thrown there also. Might seem silly. But why is he allowed to hack down council trees that I’ve had no issue with for 10 years. It’s not overhanging his boundary. He’s actually come on to mine. Please help.
