81 Pickhurst Rise with overhanging bush

Hello, I’m not sure if this is the place to raise this issue but there is a house down my road with an overhanging bush - as shown in the photo. I have a double buggy and it makes it harder to get round their bush on the pavement and wanted to see if the council could get in touch to get them to cut back their hedge so it doesn’t come over the path so much to obstruct it. Please let me know if this is the best way of doing this or if not if you know what else I need to do. The hedge has been overhanging the pavement for some time.
