No drpp down curb to park on driveway

Outside number 22 three mile lane Costessey they are using pavements to drive across to park cats and vans on their driveway, but have not paid from drop down curb, the pavement is getting cracked up because of this it's making that area even more dangerous to walk across. Have reported this previously but seems to be ignored, law in uk is your suppose to pay for a drop down curb to access your driveway, most good neighbours have, this home, number 22 three mile lane Costessey clearly hasn't done this.
