No signage or lighting for public footpath connecting Woodlands Avenue and The Nursery

This public footpath runs between The Nursery and Woodland Avenue- next to my house. It has 2 bends in it and has no lighting so light from the streets either end can't penetrate. This means that it becomes unsafe to use after dark, It has also not had any signage to recognise it as a public footpath in the 28 years I have lived here. It has a tarmac path and is maintained by the Council so should be signposted. It would also benefit from A dog waste bin and regular maintenance as it gets fly tipped and overgrown a lot
