Excess of littering near to wildlife corridor

The litter bin in this picture gets full quickly after collection because neighbours use it for garbage/waste disposal from their homes. The bin is located near to a forest area (Boundary Brook wildlife corridor) which is getting more and more polluted by the excess of garbage. The issue has been present for over a year.
