Faulty repair to bridge structure

This bridge, as a listed structure, was repaired just 3 years ago. The repair, having deteriorated in such a short time, looks to have been inadequate and is not in keeping with the existing stone. Surely this work comes with a significant lengthy warranty and the contractor can be made to replace what I have been advised is cheap imported stone, unsuitable for capping walls.
