Broken Handrail on steps

On Chelsfield lane, at where the cut-through to Skeet Hill begins, the handrail next to the steps, which give access to the path has been broken down (?vandalism). Also this cut-through is (as of 22/05) choked with shoulder-high Cowparsley and Nettles
