Sent to Newport Council less than a minute later. FixMyStreet ref: 4593417.

Yesterday morning me and a few mates were called over to a man calling from his beat up truck, asking if any of us had any licences so we could sit next to him while he drives round taking anything that isn't nailed down. He didn't have a problem getting to pill without a licences and he went off swithout a licenced driver so he isn't insured either. He has a beat up yellow truck that needs to be off the road .I heard him telling someone on the phone he has loads of mots if anyone needs a dodgy one .the police needs to be on the ball with all the scrap men that are turning up every day taking anything that's not nailed down
