Commercial waste on pavement not bagged correctly (redux)

Sumerians’ chippy (1255 Dumbarton Road) been leaving black bags and potato bags filled with other waste next to the street bin since that street bin was introduced (check Google Street View from Aug 2019+ and see photos). In Sept 2022, council visited and they had a valid waste contract but are clearly STILL not presenting their waste correctly. Today - 3 paper bags & 1 black one at the waste bin. Can someone revisit accordingly and get their incorrect waste presentation practices stopped once and for all please - you’ve had 4 years to achieve this. Thanks.
