Workmen next door block driveway

Next door are having huge alterations to house (started last summer). My driveway is regularly blocked by their van or their supervisor's car. I work from home. My mother has dementia, my mother in law is blind and partially deaf. I am required to do the school runs for my granddaughters. All this means I need to be able to get in and out all the time. Additionally our driveway was damaged by the workmen and ythe boundary fence torn down and an inadequate replacement put in.
