Heap of bags & other rubbish next to bin

Sent to Glasgow City Council less than a minute later. FixMyStreet ref: 4560199.
This bin is a frequent flyer, hot-spot destination for flytippers. I suspect that one of the nearby (housing association?) blocks uses a contractor for their soft landscaping and they are leaving the bags at this bin for the council to uplift (and council tax payers to pay for). Please make enquiries thus, starting with checking the bags. This then encourages others to leave their junk too.
I've been reporting this hot spot bin for nearly 4 years. I'll have another go at getting someone to finally take action to try and break the cycle rather than simply reactively encourage it.
These bins are fly-tipping magnets. Why no major press / online campaign to warn against ANY flytipping next to them? Why no warning stickers on hot-spot bins? Why no pro-active checking and uplift - this current lot has been lying for over a week with council operatives in the area (the least they could do it report it themselves, just sayin). Why, after 4 years, still nothing from senior managers?

Removed and two weeks later (ignoring all suggestions, again) yet more of the same. With GCC lessons are never learned...

This problem continues to run as GCC are unwilling, or incapable of, coming up with a pro-active, preventative solution. And after 4 years. Duh.
