Constantly parking a Mercedes on double yellow lines

The Black Mercedes is constantly parked on double yellow lines at the bottom of Morden Road. He leaves his car there with the hazzards on for most of the day. Now today there is also a Subway Van parked on yellow lines on the opposite side of Morden Road. This has been going on for months.
