Disturbing/Loose manhole cover

The manhole cover is not secure and is loose. It makes a load thumping noise every time a vehicle passes over it. This road is heavy with traffic and the loose manhole cover creates much noise disturbance 24 hours a day. The issue has been on going for well close to a year now and it is not getting resolved by the council. Can this be brought to the attention of someone who can rectify the issue please.
