Multiple black bags & commercial waste next to street bin

Another long-term issue that continues.

Asides from the black bags (please check the contents), there is the usual bunch of empty potato bags (filled, presumably, with organic waste). The origin should be obvious.

Are paper bags acceptable commercial containers for waste placed in pavements? And unidentifiable black bags?
