Parents who come to drop off or pick up their kids from the Heathland School, park their cars on the driveway of Winkley court residents parking area and also on the driveway blocking the access to residents. Would really appreciate if this issue is resolved.
That sounds like a case of trespass on private land. Since the outlawing of wheel clamping, the freeholder probably needs to erect notices establishing a fee for non-resident use of the area (there are limits), then obtain details from DVLA and charge the offenders the fee.
The other approach is to use a gate or lockable bollard. (NB this is an "improvement" and won't be chargeable to the service charge for most private leases.)
I assume you've already discussed the problem with the school.
