Dangerous barbed wire

A property on this road has a fence with barbed wire on top of it. That's not a problem of course, but in one section the bracket has fallen over meaning the barbed wire is hanging over the public footpath. A tall person may not see it and it is low enough to injure them. The owner of the building needs to put the barbed wire back in place.
