Missing kerb edging previously reported and not actioned

On 10/03/2023 it was reported that 2 rain water drains were blocked on Westerham Road and kerb edging was missing resulting in flood water streaming down the bank and flooding the footpath below with contaminated water and then entering Keston Pond 1 by Caesar's Well. Your ref :- Asset ID: 730018214. The drains have been cleared but this has not resolved the flooding issue. During times of rain excessive water gathers by the west side of Westerham Road between the 2 drains and extends across the northbound carriageway until the water reaches a level that is higher than the verge. At this point the water flows down the bank like a waterfall, flooding the path below that surrounds Keston Pond 1 and then goes into the Pond. This is clearly contaminated water being from the above road surface. The reason that the water is not being contained at road level is as described in the earlier report; the kerb edging is missing at the lowest point and the kerb stones either side have sunk into the ground possibly by being continually driven over. This kerb edging needs to be reinstated to form a barrier to hold back the water so it can find its way into the drainage system. This needs full investigation by a Highways Inspector.

This is a disappointing and unsatisfactory response. I visited the location on Friday 12th May and found the pathway below Westerham Road totally impassable for a considerable distance due to flooding from the run off of surface water from the previous evenings moderate rain fall. Pluvial flooding occurs here on a regular basis so may I respectfully remind those that have decided that no intervention is required that this location is within a Green Flag area, SSSI and Nature Reserve. Caesar’s Well is a popular area for the local community and visitors so its access should be maintained in a good state. By repairing the kerb edging and/or raising the level of the bank at Westerham Road would assist to divert the water towards the existing storm drains. Please escalate this report for further consideration.
