Please can parking on this street be addressed

As everyone parks illegally on double yellows at the end of the street people like the guys in the picture just drive straight down the middle of the road even into on coming traffic and then expect road users who are following the Highway Code to reverse and move for them, and if you refuse they start bullying females travelling alone and get aggressive and abusive . The real problem is the illegal parking but coupled with rude individuals like these you have to put up with being driven at and pulled out in front of on a daily basis.
