Dumping of very heavy black bags

We have a flat in Trafford Street, Preston. PR1 7YA. It is unoccupied at the moment but we visit each week. Yesterday there were two large black bags. I was unable to lift them. They are nothing to do with us and look unsightly. I wonder if you could have them removed. Many thanks.
