Damaged missing fencing hazard

This fence at 7 to 10 garages Hartland Close in front of my house 68 Hartland has been missing/damaged since early November 2022, I've have reported 5/6 times over phone and email, with no response, this is a hazard ,kids are travelling through at speed on bikes ,scooters skateboards etc. at the weekend I was hit by a child's bike travelling through the fence whilst walking to my front gate , I've previously mentioned I was nearly hit a few weeks back. Footballs are kicked in the garages and now these constantly hit the wall of my house, please can this be rectified asap as its a nightmare, I originally suggested replacing with a metal fence the same as garages in nearby Whitestone & Davidstow so the wood isn't stolen again for bonfires. Please help as a serious accident is waiting to happen .
