Blocked drain grate at NCC building

Priory Road, Downham Market. At the vehicular entrance to the public library. The linear drain at the boundary of the vehicular entrance (for NCC vehicles) of the public library, where it meets the footway and highway is completely blocked, (see photos). Rainwater from the NCC library car park now flows across the footway to the highway, and down the highway until it reaches a highway gully. Additionally, the sign at the entrance, 'Norfolk County Council, - private no entry' (sic) has been vandalised.
