Temporary fencing collapsed onto public footpath

Property 53 has been demolished and has been a building site for years. The fencing around the property has collapsed and is now across the public footpath as per photo. Luckily nobody was walking past when this happened. The whole fencing around this eyesore is unstable and something needs to be done urgently

This fence is dangerous for its full length there is a big drop behind it and the road is collapsing.
The development has stopped and no on going safety inspections are being carried out. The retaining wall is not finished and is not capable of supporting the road in its unfinished condition. The developer needs to finish the supporting wall.
