Dangerous parking on Bankside Banbury

Hello. I would like to report extremely dangerous parking on Bankside, Banbury, Oxon with the junction to Hightown Road. For several months now between 16 to 20 cars per day park along this road, probably to avoid paying to park at the train station or because enough parking isn't provided by local employers on Tramway Industrial estate. This started with one lady parking her car on Bankside and everyone else copying her. These cars are parked here by 7.30am and are still there on my way back from work mid afternoon! On many occasions on my way back from work Monday to Friday, I have almost been hit by oncoming cars (with about 12" betweeen us) trying to go round the bend in the road to gain access to Hightown Road junction. These vehicles have to be on the oncoming vehicle side of the road as they are trying to get around all the parked vehicles. Please could you paint double yellow lines along both sides of the busy residential road or someone is going to get hurt. These people park from Newbold Close to all around the bend, approximately 3 car lengths from the junction (which is also extremely busy). Please let me know what action can be taken and how quickly it can be instigated.
