Cones placed on highway without permission

Cones placed on one side of linden leas preventing cars from parking due to works on house on the corner of linden leas and Rose Walk in West Wickham. Cones placed last night 26/03/23 and remain this evening 27/03/23. No prior warning of reserved parking and no sign for permission granted for this. This is having a large affect on local people as not far from Red route.
