Loading only bays used by flat residents all day every day

On Cumberland street there is a big bay for loading only. It’s suppose to be servicing the businesses nearby Iv been told however I and the other small businesses in the area never get to use the bays for any business loading or offloading Car users park there all the time be it going to the high cross or the flats opposite residences. Iv reported this on several occasions and nothing happens I and other businesses have suggested that if this was to be changed to a 30 mins or up to 1 hour no return this would better suit this area and give people a chance to park then go and let other users park At the moment the businesses don’t need loading only bays. They could use with no return parking bays as there is no parking around this le1 area. Having the loading bays is definitely not needed and further this is being used by people to park all day every day Even at night the bays are full. This has been going on for for 2 years
