Every Saturday morning there is food and alcohol waste scattered everywhere

Every Friday night at 10.30 a group of sportsmen leave the sports centre and treat this area near the tennis courts as a massive dumping ground for all kinds of food waste whilst they consume on average 4 bottles of very expensive brandy. Unfortunately the mess isn’t cleared up until Monday sometimes Tuesday so it’s there for the entire weekend causing a hazard to dogs because of the amount of chicken bones. They need to be fined or at least warned. And how are they able to drive after consuming that amount of alcohol?
