Paint spillage on pavement and road

At 8.58am 24th March 2023 the plastic recycling was collected. My cctv records that the bin man put his large black bin down to empty my neighbours recycle bin and white paint poured out of it through the bottom of his black bin. This was then dragged to the truck to be emptied where more spillage occurred and carried on. I know it’s not the bin man’s fault but it’s been dragged across our road and pavements.
