Hello, Road sign for Skibbs Lane has been uprooted and Temporary Signs / Safety Barrier rested upon it?

I have checked and there are no temporary signs located at the end of the lane in Chelsfield itself. So not sure if they have been fly tipped or if work is in process at some point, this is why I have logged it for your investigation.
