4 Traffic Cones still left from build of new house

I made a complaint a few weeks/months ago about these cones which are cluttering up the side of the road, are unsightly and not necessary. The council investigated and said it was because the tarmac was drying. It is now been several weeks/ months and they are still there. There is a high viz strip on the wall into the property and not required for that purpose. Please may I request their removal. Everywhere we go now there are traffic signs, bollards, sandbags and barriers left all over the area. If I were to dump rubbish on the road side I would be fined. I consider all these left over traffic hardware to be left over rubbish that contractors do not collect.
