Overflowing rubbish bin

Sent to Cardiff Council less than a minute later. FixMyStreet ref: 4310055.

There is a rubbish bin infront of st clements court and it is overflowing with bags that people have used to clean up after their dogs. The bags are now starting fall onto the path
