School time parking on double yellow lines

Every school day someone parks across the entry to the rear gated entrance to Liphook Infant/juniors even though there are double yellow lines today the child in my care was nearly hit as the person not only dropped his wife and daughter off there he then reversed straight at this child only missing her as i managed to grab her bag strap! i don’t think he even looked! This has been going on for over a year now!
