Litter on pavement and insde wall infront of pub

Several months ago a permanent bus stop was sited infront of the westbury tavern on northumbria drive. there is no litter bin at this site and consequently a lot of litter buiolds up on the pavement and is dumped on and inside the wall infront of the pub . this cause unpleasant hazzard to walkers by and people waiting for a bus . could a rubbish bin be placed in this venue?
