Overgrown hedge from property onto narrow pavement

There is a hedge that is overhanging the pavement in the identified location. The location is where the path narrows after the roundabout, it is not easy to walk along this section of path if another pedestrian is at the same point as you. This needs to be cut back. I believe the hedge belongs to the property behind the tall fence which is actually the first house in Oathall Avenue. This has been like this for a good few months.
