Oil spillage - from car that leaks oil constantly

A car parked outside 305 Market St Eastleigh has for the last few years (in the disabled space) deposited oil daily. The owner fills the oil almost daily and as fast as it leaks out the bottom of the car. All neighbours are fed up as the oil spreads over the road to the extent that people walk in it and then spread it into our properties. The delivery drivers and others such as postman leave deposits as they cannot avoid the oils slick.
