Neighbour using road as own personal forecourt

The top of St Michael's Road (nearest to St Richards) is full with cars, either from the breakers yard on the seafront or a neighbour who uses it as his own garage forecourt. At last count he had 4 or 5 cars all in various states of repair. Not only does this limit the parking spaces for others but the whole street is a wreak – oil everywhere and sand (to mop up the oil) everywhere. The road and pavement surface is broken due to car repairs being carried out and there are quite often dirty rags, tools and general rubbish left behind. This is a residential street, not a garage forecourt and it needs to stop.

This problem is only getting worse and I cannot understand why the local council is doing nothing about it. The road is covered in oil (that has then been covered over by unsightly sand). It is like living next door to a garage. At the very least the road needs to be swept and the oil gotten rid off. If someone was to drop a lit cigarette the whole street could go up.
