Parking on double yellows and pavements all along this section of road - causing chaos as traffic unable to pass or to see clearly to pull out

Every day at 4pm illegally parked cars, people pulling out of side streets in front of cars, cars going through red traffic lights, people walking out straight in front of cars. Road was closed recently for a few days and when reopened the whole stretch is still covered in pot holes. Car in photo pulled across the main road in front of me the other day literally driving at me in the wrong side of the road to reverse park, didn’t even indicate to show she was about to do it, when challenged she said I can park there if I want - this is true you can park there you just can’t drive up the wrong side of the road into the path of an oncoming car. Did not even apologise. Lawless section of the city - right near a police station.
